议案是指由法定机关和法定人员依法定程序提请本级人民代表大会或者人大常委会进行审议并作出决定的议事原案;而提案是政协委员向人民政协组织，并通过政协组织向人民代表大会或人民政府就有关国家或地方大政方针、社会生活等重大问题提出意见和建议的形式。
